[Bug]: Runtime error loses agent history

Describe the bug and reproduction steps

After a git command timed out, the agent got into ERROR state. When I sent a message it did one more action. Then

• runtime error 401 in the workspace
• in the chat a runtime error (with a message saying to refresh)

I refreshed => the agent was still in ERROR and didn't respond to a message

I closed the tab and reopened it => the agent was still in ERROR and didn't respond

I refreshed again:
