You can allow unsigned plugin though it is not recommended.
Using docker-compose, the environment looks like this :

GF_INSTALL_PLUGINS: https://github.com/AutohomeCorp/autohome-compareQueries-datasource/releases/download/v1.0.0/autohome-comparequeries-datasource.zip;autohome-comparequeries-datasource
GF_PLUGINS_ALLOW_LOADING_UNSIGNED_PLUGINS: autohome-comparequeries-datasource

Otherwise you'll need to wait until it is signed and published on grafana.
