Admin Alert when Gutenberg is off - dismissible forever

I could see a need for an admin alert when Gutenberg is turned off for all post types just so a user is aware. It could be set to be dismissible forever. I think some feedback on activation of the plugin would be nice.

The text could be something like:
Notice: The Gutenberg ramp plugin has disabled Gutenberg on the post, pages, ______, _______, etc. post types. If you would like to activate Gutenberg on any of these post types please click here.

If I find some time I could work on this a bit if anyone agrees.

A clear admin notice on activation sounds helpful to me - thanks @antpb Let's include the conventional "plugin activated" text, and adjust the message for consistency with other admin notices this plugin uses:

Gutenberg Ramp plugin activated. By default, this disables Gutenberg site wide. Visit settings to enable Gutenberg for specific areas.
