Update the command line argument class to include an option for noise. Make sure that all of the code uses that value. Make sure there are no hardcoded values for noise.

I found that user can provide values to the noise level through command line argument '-n'. I showed this to Ahmad. He will provide feedback if it works for him. Currently, our software doesn't print the noise_level option in the help message. I added this option in the help message.
