Currently all tests are involving graph partitioning are not run on the CI, due to the difficulty of compiling and installing mt-kahypar.

This should be remedied by either installing manually somehow (and caching) during the CI run, or (better), by getting the developers of mt-kahypar to release a PyPI package for it.
