Description

In order to review each submission, we would need to introduce reviewer role so that a dataset gets reviewing before final submission to Datacite or FEGA.

This needs to be synced with #282

DoD (Definition of Done)

A reviewer role is available that can review all submissions that have been published by submitters and approve them so that they get a findable doi
