Proposed solution

According to #370, only submission matters in metax, and other errors could be ignored. This kind of behaviour could cause all kinds of silent issues that can be difficult to debug, and should be properly tested and documented.

Follow up from #453.

DoD (Definition of Done)

Different parts of the workflow are tested with metax unavailable.
