Proposed solution

Follow-up from #596.
The workflow schema has a requires field for each listed endpoint.

DoD (Definition of Done)

A submission is published to an endpoint only if its other required publications have completed.

NB I've been wondering if this feature is really necessary. So far the requirements are not very flexible. If it becomes common sense that it is not needed, we should instead remove the requires field from the workflow schema.
