Is this a MOS or Chrome issue?

I began to notice that in Chrome scrolling starts to noticeably slow down after clicking LMB anywhere on the page. I even specifically created a bug report in the Chromium bug tracker: https://bugs.chromium.org/p/chromium/issues/detail?id=1417062

I would like to get an answer from the author of this utility, who is to blame for this, Chrome or MOS 🤔

Before you try to reproduce the bug, I will immediately clarify what is needed for this:

1. You must have a Mac based on the M1 chip (I suspect that Macs based on Intel do not have this problem);
2. Regular wheel mouse, not Magic Mouse or Magic Trackpad (I have a Logitech G903 Lightspeed gaming mouse);
3. The popular MOS utility should be installed in the system, which implements smooth scrolling for mice with a wheel. Because the default smooth scrolling in Chrome for macOS makes this nasty bug very difficult to spot.

Steps to reproduce problem:

1. This happens on completely different sites, but for me this bug is always reproduced on the chrome://flags/ page. LOL! 😁 So open Chrome and type in the address bar: chrome://flags/
2. Once you open the chrome://flags/ page, start scrolling down using your mouse wheel. Please note that the scrolling is smooth, without jerks, which is expected and predictable. Of course, the MOS utility must be running in the background.
3. Stop scrolling the chrome://flags/ page and click anywhere with the left mouse button.
4. After left-clicking anywhere on the chrome://flags/ page, immediately start scrolling up or down the page again.
5. To 100% reproduce this problem, after left clicking anywhere on the page and scrolling with the mouse wheel, grab the scroll bar and move it in any direction, then left click again anywhere on the page and start scrolling with the mouse wheel.

Problem Description:
Immediately after clicking the left mouse button anywhere on the page, scrolling stops being smooth (noticeable jerks during scrolling will continue for some time).
This issue only occurs in Chrome and Chromium-based browsers (Opera, Vivaldi, Edge etc). In Safari and Firefox, everything is fine, and left-clicking does not cause jerks while scrolling. This problem is very annoying while browsing YouTube, which I often visit. Of course, this bug also appears after selecting text on the page, for example, comments on YouTube. That is why I switched to Firefox.

Additional Comments:
I have never encountered this bug when I used Chrome on Windows.
The problem is also reproduced in the latest dev version of Chrome - 112.0.5596.2.

Instead of the MOS utility, I tried to install another similar utility called Mac Mouse Fix (MMF).

The problem I described in Chrome is reproduced with MMF (Mac Mouse Fix) too! Both of these utilities (MOS and MMF) use the simulation of the trackpad for the implementation of smooth scrolling. Perhaps this is somehow connected with a bug in Chrome? 🤔 That is, it seems that the bug is still in Chrome, and not in the MOS utility.
