Option to show animated emote only in hover popup

I have all emote animations turned off, regardless of whether the window is in focus or not. However, many animated emotes are unrecognizable or even invisible when just the first static frame is displayed (for example, many "lurking" emotes are initially empty, and then something climbs into the frame, but without animation only the first empty frame is shown). I don't want to enable ALL the animations just to see one particular emote posted in chat. It would be nice to see the full animated version in the transparent popup that appears when you hover an emote.

I realize that there are people who don't want any animation at all, so it would be better to have an option for such behavior.
