Notice when users are removed from New World HR

When employees are removed / disabled in the New World System, it would be nice if Directory could notice that change in status.

From there, it could change status in Directory accordingly and also alert different user administrators (Kevin) that any additional accounts for that user should be disabled.

We should also explore the possibility of this service disabling some of those accounts automatically, like those stored in Everbridge system.

This depends on first having access to New World to see these changes.
