Council meetings display should include legislation

Currently, the meetings list for the City Council only includes related agendas, packets, and minutes:

https://bloomington.in.gov/council/meetings/2017

After talking with Dan Sherman, it seems like it would make sense to also include any links to legislation that was finalized during a corresponding meeting. Legislation is tracked and shared separately in more detail:

https://bloomington.in.gov/council/legislation/Ordinance

However, once legislation is finalized it should be possible to correlate the finalized date with the meeting date, and show links to the legislation in the meeting list.
