Parks homepage improvements

The time has come to rearrange and improve the contents of the parks page. We want to rearrange the page as:

• Activities and Programs
• TLRC & Facilities links
• Custom content
• Blue Links Section
• Upcoming Events

We don't want the listing for the Switchyard, after all. That needs to be removed.

The parks activities links don't line up well under certain resolutions. The layout is flex justified to even spacing. If there's not enough text then the even spacing centers the content, which is not want we want.

We want the images to be lined up. I think I need to update the flex layout
