Link to archival PDFs for council meetings #239

The clerk's office has prepared aggregated PDF files of the council meeting files. There is a PDF for each entire year, as well as a PDF containing all the meeting files for the entire decade.

We would like to figure out a way to link to these PDFs from the onboard_meetingYears template. We'll have to out how to determine if the council is the board being listed as well as figure out how to determine if the PDF files exist and what the URL should be.

We uploaded the clerk archive to our static webserver. We need to create links to the PDFs there when displaying the meeting archives.
