We created a document type for [Projects]. It was intended for city construction projects and is not associated with any department, in particular. It was originally thought that the Planning department was going to be the ones to use it; however, it was Engineering that ended up adopting.

Consequently, the only current use of Project pages are by staff in the Enginneering department. The Utilities department now has an interest in using this system of Project pages for that department's projects. It may also be that the Planning department would want to use these as well.

Copied engineering's format.
Changed projects to utilities_projects to designate the two.

Someone should rename the other one engineering_projects.
