Board meeting files should display titles

The current display ignores the title on the meeting files. This was done because staff typed very long titles on the files, and we could not figure out a way to display the titles without breaking the layout of the meeting file listing.

The meeting file listing really needs to be redone, completely and it needs to allow for the titles to be displayed. Staff use the titles to differentiate the files. Showing Packet 1, Packet 2, Packet 3 is not useful.
