Browser Check

@rbdietz has suggested perhaps we do a browser check to help eliminate problematic UX experiences caused by older browsers.

I'm open to this and think it's worth additional discussion.

I'm open to this too, however, we'll want to check with our helpdesk staff to make sure there are not other applications that require the older browsers in order to work. I think the dependency on IE should be removed with the recent update to NWS.
