Bussiness context
When user change issue dropdown (eg. kształcenie specjalne -> indywidualne nauczanie) reason dropdown should be restored to its default value (eg. "Wybierz przyczynę")

Usually, when user choose some other option of issue dropdown, selected reason is no longer suitable for that issue.

The change should affect not only the displayed contend of reason dropdown, but also state of DocumentForm component.
