Underopgave til #739 - anonymisering af data ved at flytte adresse til rådhuset for pågældende kommune

@mhewel har oprettet regneark med kommune adresser her

Opgaver

Opret database tabel med kommune adresser (fra regneark)
Funktion til at anonymisere en given person, baseret på DAWA kommune id
Se GDPR - beskrivelse af løsning #739 for logik omkring hvornår en person kan anonymiseres
