Enable github pages for reading purposes outside of github

The latest version of the proposal can be viewed in a static page hosted by github itself and would be directly tied to the Commissioner's github page.

This can be done by accessing the Settings -> Pages tab and selecting the source branch and a theme for the page, in this case the Minimal theme should do it, it would look something like this SafeHarbor2.0
