Make a new Toil release

It's been a while since the last Toil release, and it has gotten to the point where we're going to jump 2 Python versions, so it'll most likely be a major release.

I forgot to do this last week, so this is more for bookkeeping purposes. I'll make a new release sometime shortly after the new year, as Adam said it would be a pretty bad idea to make a release right before everyone leaves for break.
