• Enable 2FA for bot user and add to pass
• Push credential to pass
• Configured bot user for the org to be the owner
• Created .eclipsefdn repo
• Added configuration for eclipse-qvto to https://github.com/EclipseFdn/otterdog-configs/
• Added GitHub organization to PMI
• Invited GitHub organization to Eclipse Foundation Enterprise
• Installed Otterdog GitHub App
• Pushed config to .eclipsefdn repo

Hopefully this can get resolved, in the worst case we need to create another bot user?
I usually make sure the bot user is the owner of the org as a first step before doing anything with the bot.

I really don't know why this bot has been flagged compare to all other existing bots.
I'm waiting for the GitHub support answer. I would like to avoid creating a new bot user.
