Muted clients aren't actually muted

What happened?

A player was playing ear rape music. I muted the user (and it was successful showing the changed speaker icon) however, I could still hear him. I tried to re-mute multiple times, all failing.

What did you expect to happen?

The user to be muted.

How can the issue be reproduced?

(NOTE: I really can't say this is the case for everyone, I just know it happened to me)

1. Pressed TAB twice.

2. Went to click on the user's drop-down and click mute.
