Task: Create a Spack Package file for OpenTurbine.
https://spack.readthedocs.io/en/latest/packaging_guide.html may be of help.

Why: Spack is an increasingly popular way to distribute software for the HPC community, so users will likely want to get us through them. Also, such a package will help us to manage our dependencies more easily.

Done means: A simple Spack package has been written and tested on both CPU and GPU based platforms. A CI line has been added to test this package. This package has been integrated into upstream Spack
