Add a permission for managing submarine upgrades/weapons on turret hardpoints

Barotrauma allows players to unequip all weapons from turret hardpoints with no permission required, leading to griefs on public servers. This forces the crew to rollback to latest backup or to wait till next outpost so they can re-equip their turrets.

1. Find a docking yard on Campaign
2. Unequip every single weapon, either for funsies or by accident
3. Undock - have fun with just a discharge coil (and eventual depth charge tube)
