Possible to upload flow reports to self-setup server

I was able to setup the lighthouse server
but was stucked here

npx lhci upload --config ./lighthouserc.js
Build already exists but ignore requested via options, skipping upload..

my setup was not as typical as what's demonstrated in startup guide
because I didn't use collect before upload.
instead
I used programmatic APIs for collecting flow data (https://github.com/GoogleChrome/lighthouse/blob/main/docs/user-flows.md).

so I am curious that what I missed about the setup

or was it because that the format of flow data is originally not supported by the collect/upload pattern as the usage?
