Update lifecycle version to 0.10.2

I'll be trying to update the Cloud Native Buildpacks Tekton tasks and pipelines to support Platform API 0.5 (buildpacks/tekton-integration#21). To ensure that the Google builders continue to work with the Tekton tasks and pipelines I'd like to request that the lifecycle version be bumped to a version that supports Platform API 0.5.

As far as I know, there shouldn't be any migration necessary within the buildpacks or existing platforms like GCP since the lifecycle supports a multitude of API versions.
