This is more of a feature request than a bug, unlike the other items usually found on this tracker currently.
Chrome OS seems to provide support for 70+ languages, through its support of Android voices. Most (all?) of them seem to have an online variant, which could easily be supported in Chrome desktop.
This would be a vast improvements compared to the 15 languages currently supported in Chrome desktop. In addition to supporting a wider selection of languages, this would also provide multiple options for most of them as well.

I'm tagging this one as major as it would be a game changer for Chrome desktop in terms of language support, something that implementers of a read aloud feature cannot easily work around without relying on third party supported voices that are not available through the WebSpeech API.
