Is it possible to keep a keyboard always on screen across applications?

Currently not.
I don't know whether this is actually possible, or whether Android decides when the keyboard should be hidden.
A start could be trying whether ignoring LatinIME.hideWindow works.

Simply ignoring hideWindow works, the keyboard doesn't go away at all.

Really, that sounds promising. Thanks for trying it out. What I had in mind was to design a keyboard one can use more like a physical keyboard notably for foldables. Ideally even being able to Alt+Tab.

Thanks, that's exactly the kind of answer I was looking for. Do you know if it would be possible to send key up and down events much like a physical keyboard does?

That is definitely possible. Not sure about special cases like multi-codepoint emojis, but that should work when using multiple key events.
