Changing order of symbols no longer works

Describe the bug
Changing order of symbols no longer works - holding key shows national character, then number and symbol. Changing any option doesn't make it change anymore. If I have symbol and national character on a key, it's always the latter, which is first in app. If I'd like to have symbol, I cannot set it. I have tried eveyrthing in a "Select order of keys in pop-up window" menu.

To Reproduce
Change order of options in "Select order of keys in pop-up window".

Expected behavior
Changes in "Select order of keys in pop-up window" should make any change.
