[Feature Request]: 自定义支持模型调用的模型列表

Problem Description

所有 gpt 开头的模型（除 gpt-4-vision-preview）都会默认为支持模型调用

有一些非gpt模型也支持langchain，比如通过MartialBE/one-api转发的非OpenAI模型的函数调用

Solution Description

能不能类似custom_model，在环境变量或者设置界面上，提供一个额外的设置来手动设置自定义支持模型调用的模型列表
