Heterogeneity population exploration

There should be a button to generate a population without simulating it, so that people can play with populations (or look at populations that for some reason cannot be simulated).

This seems like a relatively light change (basically adding an extra action button + logic to update population w/o running samples), which I'd be happy to have, but am not going to prioritize implementing.
