Missing "#" from refines title property in package.opf

I was running one of these EPUB files through the newly released EPUBCheck (v.4.2.5). One of the new features is that the "refines" reference in <meta... is checked. It now flags this line in the package.opf:
<meta refines="title" property="title-type">
Assuming it is correct to flag this, to avoid the error it needs to be changed to use the fragment ID:
<meta refines="#title" property="title-type">
A number of the test files have this line.
