Text Input Keyboard Shortcut Issues with Russian Keyboard Layout

What are you trying to do, and what do you expect to happen?

I'm trying to rename mesh or cuboid elements with pre-copied text.
I press ctrl+м (to ctrl+v but in the Russian layout)
I expect the text to be placed from the clipboard into the text input area for renaming.

What happens instead?

Nothing happens in this place. And the selected text is copied to the clipboard, so essentially in the Russian layout I copy the text with the key combination ctrl+м (same as ctrl+v but in the Russian layout)

Also ctrl+ф (same as ctrl+a but in the Russian layout) instead of highlighting text, it highlights elements of geometry

This video demonstrates strange behavior when pressing ctrl+ф (same as ctrl+a but in the Russian layout). First I use the keyboard shortcut using the English keyboard and everything works as it should. After which I switch to the Russian layout and get strange behavior.

I have no way to test this with other languages
