failed fetching KongUpstreamPolicy KIC 3.2.3

Hi All,

I'm facing the below issue in kong 3.7.1 & KIC 3.2.3. We have 2 deployment in the same namespace kong for review and staging.
Eventhough we given cluster role or normal role for namespace, still getting forbidden and cannot patch resource. After few second we are continuously getting failed fetching KongUpstreamPolicy: KongUpstreamPolicy not found, but we have the policy created in place. Any bug in this version? any help on this please. Thanks

It works after installing roles which i missed as I upgraded manually, not via Helm chart.
