Addition of a first implementation of the Difference Kinetic Energy (DKE) from Zhang et al. (2002). The initial implementation will focus on control - member comparisons. No weightings will be applied in the initial implementation. This will be an ensemble diagnostic useful for looking at spread in a physically consistent way.
