Add the Difference Total Energy (DTE; Zhang et al. 2003) diagnostic functionality into CSET for looking at ensemble spread. Initial implementation includes control - perturbed member differences.

If weighting is not applied, we can initially use misc.addition within a recipe to produce the DTE.
