Is your feature request related to a problem? Please describe.
When Plutonium fallback gets triggered, it appears that it stays locked as-is, completely stopping Polonium production until the reactor is brought to a lower production level.

Describe the solution you'd like
The possibility of a setup where with PU Fallback enabled, Polonium production is either turned on simultaneously, or only while the input/output buffer of the SNAs is overfull, allowing for production of both products on a high-throughput reactor that can produce enough waste to fill both systems.

Additional context
I am admittedly a slight edge case, in that my reactor and SNA are located in a void dimension with permanent day time, which means scaling up Polonium production would completely stop Fallback from occurring.
If this feature is not desired, a similar effect could probably be achieved by way of an "artificial day/night cycle" using pistons disabling SNAs when specific thresholds are met, separate from the SCADA system.

Plutonium fallback turns on only while the total production rate capacity of the SNAs is less than the waste generation rate of the reactor. Once this becomes untrue, it switched back to Polonium or Antimatter.

Mekanism wouldn't support a mode generating both, because pipes don't split output between multiple emitters and neither does having multiple reactor ports. The only way to have multiple products is to have multiple reactors, or use another mod for waste routing

Hence the alternative suggestion of duty cycles, instead of turning Polonium off for as long as the rate is too high, turn it off for as long as the SNA buffer is full, then switch to Plutonium until the backlog is emptied.

Ah, I didn't initially follow what you meant. That's what you meant by that second option
