Mohist libraries offline mode

There are currently two ways:

1. Package the installer dependency into server.jar and automatically release it to the local machine when starting
2. Use Forge's jarjar function to build part of the installer into universal.jar

目前有两种方式：

1. 将installer依赖打包进server.jar中，启动时自动释放到本地
2. 使用Forge的jarjar功能，将部分installer内置到universal.jar
