Separate jpg file always created when downloading video or audio

Is this by design that a separate jpg file (the thumbnail) is always created when downloading video or audio? This wasn't the case in earlier versions, where the thumbnail was embedded AFAIR. Maybe there's a connection with this issue?

Can we have an option to disable the creation of such files please?
