[15.0->16.0] Need help on error of 'stock.location.route'

I am migrating from odoo 15 to 16 on ubuntu 22.04.2 LTS. I have 5 stock location related tables below, data seems normal.

stock_location
stock_location_route
stock_location_route_categ (empty table)
stock_location_route_move
stock_location_route_packaging (empty table)
stock_location_route_stock_rules_report_rel (empty table)

stock and dependent modules scripts are not yet merged in OpenUpgrade.

@pedrobaeza Thank you for the reply. Could I ask if "stock" has been merged as part of odoo14to15 OpenUpgrade? Asking because I can upgrade from odoo 14 to 15 without problem, but see this stock related error while further upgrading to 16.

In addition, where could I know if "stock" modules are merged for each OpenUpgrade version?

@pedrobaeza Thank you for the answer which is very helpful to know how to track the dev progress.
When I check #3681 , I see quite some dev activites were initially triggered by error from a real migration case. Do you know if there's any chance that I can create a change request instead of just waiting? Thanks a lot!
