Back up local server database for cloud monitoring

With potentially patchy internet connection at sea, it would be nice to be able to continue to run and manage the workflows using a local server/dashboard, but being able to back up the local database to the cloud and set up a cloud dashboard backended by this database.

This may be pie in the sky, and we know Prefect 2 would not work, but seems that Prefect 3 supports better local dash board/ server, so wondering whether it may work with this.
