I'm moving this from the Issues over to Discussions, not so much because it needs discussion, it's just not a specific task and so it's more something that would go either here or in the README under Data Management.
A note from Colin: "There are a lot of interacting parts between this and the breadcrumbs. Let's get all the pages and breadcrumbs working first."
