Voter turnout map incorrect

When viewing a choropleth, all municipalities show 100%

This table is a bit weird because it doesn't represent an entire population. To work around it, you can select the "Total Votes" column (which is really non-intuitive, I know).

I'm going to keep this open, we need to make this clearer.
