Clumsy help link under elections - "what does this show?"

Under the elections link section on the right, there is a link to "what does this show?" - that takes you to the bottom of the help page. It's disorientating in the way it takes me away from the current page to another one. This should be re-thought, perhaps a pop-up on hover or something similar.
