Similar to what we've been doing with Grove, I want to write high level user stories for Publish. This way we have documented use cases that we can develop tests against and also help to guide the product's roadmap. And in the event we ever need to redesign it and/or rebuild it we have a list of requirements on the shelf that we can pull from to guide the effort.

It has a high estimate because its going to take some time.
