Consider using crates published to crates.io #25

I just noticed that Substrate is being published again! Maybe we should use the published crates here. This is a good candidate because it is not a parachain and doesn't need to align with any specific polkdot version or coordinate with other chains. The only possible hold up is now that we've installed frontier?
