Fix the Dockerfile Issue

Hi, I am trying to install the environment for IoT using Dockerfile. But docker reports issues with curl version and python package version. I have changed the Dockerfile and the requirement.txt and finally successfully installed the environment in docker. Hopefully I can submit a pull to fix the issue. And I can add the steps to install the environment using docker in the readme.
