Implement RAC Style Library

We now have a RAC Style Library and RAC Style Guide to use for our UIs.

Describe the solution you'd like

Replace Bootstrap 3 with RAC Style Library, and update components to follow patterns in RAC Style Guide.

Additional context

As part of this work, remove un/under utilized UI components and adjust layout:

Header

Consider moving the left sidebar navigation to the header to free up horizontal space.

dashboard.html

• Simplify transfers chart. Instead of chart and all the other data features around it, just include a summary list with the data: transferred, validated, accepted accessioned, transferred in last 12 months, and gigbytes in last 12 months.
• Remove trend_display.html
• Remove "Uploads by user", which also would address issue Uploads By User on Dashboard Has No Data #658
