SEB failed to start a new session

Hello,
I'm having a issue where i can't start my SEB it was working fine when using an old version of SEB (SEB_3.0.1.163), but when i tried to update it to new version SEB_3.5.0.544 it's giving me error "SEB failed to start a new session! Please consult the log files for more information.". I've installed everything vc_redist, .NET Framework, tried restart computer, reinstall SEB, still doesn't work. I couldn't find other discussions with same problem. I hope someone can provide me a fix, thank you.

Did you forcefully terminate SEB or did the application even crash previously? In either case, please start the SEB Reset Utility and check whether there is something to restore ("Restore system configuration via backup mechanism"), and if not, try to restore the default values ("Restore system configuration to default values").

Hello, I'm back again and i thought my SEB issue was fixed, but my previous issue was fixed and now i'm having an issue with "You are not allowed to reconfigure SEB." when i tried to enter my test.

Btw, on Reset utility it says
Failed to reset 1 items!

  (tried to restore the default values it says same thing)

I don't know how to fix the "You are not allowed to reconfigure SEB" i tried to reinstall SEB and it still giving me same not allowed, hope you can help me, thank you.
